The San Ysidro Range Improvement Company was created as a non-profit scientific corporation whose purpose was to increase rainfall by means of "cloud-seeding" during 1950 and 1951. After that time, remaining funds from the corporation became the San Ysidro Range Improvement Association. The Association worked with Dr. Irving P.
